I am largely unfamiliar with the Newport 1918-C.  Therefore I have created the
VIDEO
and link below showing the limited testing.  It powers up and it is responsive to buttons being pushed.  The unit comes with the power
supply
shown.  It took a charge and operates
independently
(on the battery alone) or while plugged into the power supply.  But I don't think the battery is strong - it may need to be replaced.    The prior owner believed it to be fully functional.  Please see the pictures.
